Bob Scott says that his term as governor “never happened.” Obviously he is counted as one of North Carolina’s governors, so what could he mean? In this clip, he explains how the issues of integration and the Vietnam War were dividing the whole nation, and he recounts instances when he personally had to address group and take on roles that were not always popular, but that proved to be effective at keeping the peace.

Even though he didn’t see its statewide implementation during his term as governor, Bob Scott began North Carolina’s first kindergarten program.
