Candidate Statement:

When elected, I will work to use the full range of authorities granted by the General Assembly to make the New Hanover Soil and Water Conservation District (NHSWCD) a strong, relevant force in matters of water quality and water quantity. This includes making use of the technical expertise available in the USDA Natural Resource Conservation Service and the NC Division of Soil and Water Conservation.

I will use the Community Conservation Assistance Program (CCAP) to attack the persistent poor water quality in the county's streams coming from areas developed more than three years ago. I will seek funding from all sources to facilitate the voluntary installation of best management practices (BMPs) by private and public landowners. CCAP enables the District to reimburse owners up to 75% of the cost of such BMPs as rain gardens, cisterns, rebuilding parking lots with bio-filtration devices, and replacing impervious pavements with pervious material. Currently, applications for installations far exceed the available funds.

I will reinforce the education and outreach functions of the District to reach more middle school children with lessons about storm water runoff and water conservation.

I will continue District participation in promoting "green" development and re-construction through participation in the Wilmington and New Hanover County technical review committees, offering advice on Low Impact Development, and supporting the Stewardship Development Awards Program.

I will continue the District's leadership role in devising and implementing wise multiple use management of Eagles Island as a vital public open space resource.
