Candidate Biography (submitted by campaign):
Moses Carey, Jr. grew up in Tampa Florida and has resided in Chapel Hill, NC since 1971. He has spent most of his professional career in public health in Florida and North Carolina. He earned his BS Degree in Health and Physical Education at Fort Valley State College in Georgia in 1967. He also earned a Masters Degree in Public Health Administration at the University of North Carolina School of Public Health in 1972 and a Law Degree at North Carolina Central University School of Law in 1980.
Moses was elected to the Orange County Board of County Commissioners in 1984 and is currently serving in his sixth term. He has served as chairman for eleven (11) not consecutive years and currently serves in that position. In 1993, he was elected by his peers to serve as the President of the North Carolina Association of County Commissioners. At that time he became the first African American to serve as President of the association. Since then he was selected in 1998 as the Outstanding County Commissioner of the Year. He has served as President of the North Carolina Community Health Center Association in 1996-97 and again in 1999-00 and has served on its board of directors from 1986 until 2004 when he left the employment of Piedmont Health Services, Inc.
Moses has worked in local and state departments of health in Florida and served as executive director of Piedmont Health Services, Inc. for 18 years until he retired in December 2004. He served as an administrator and Clinical Assistant Professor in the UNC School of Public Health where he taught health law from 1981 to 1994.

| Candidate Statement:
I will work for and support the elements of a sustainable community. Those elements include, but is not limited to 1) quality education opportunities at all levels, 2) economic development opportunities, 3) environmental protection and resource conservation, 4) employment opportunities for all as well as universal health insurance to eliminate adverse selection and cost shifting, affordable housing to reduce homelessness, and access to health care to reduce health and other disparities across the state.
I believe in voter owned elections to allow more people of all levels to seek office and the protection of civil and human rights of NC residents. The state should provide an environment that enables and encourages local governments to solve problems since locals are closer to the issue and have more incentives to get it right.
My 24 years in elective office at the county level and more than 30 years of professional experience in health has prepared me to serve effectively at the State level. I am the only candidate who has served 24 yrs in elective office and simultaneously served as CEO of a 200 employee business that had a budget of $12 million and operated health care sites in four counties.
