Nancy GallinaroNancy Gallinaro
Chief Operations Officer

Cape Fear Public Utility Authority
Nancy Gallinaro has 30 years of experience in the operation and maintenance of water and wastewater systems. Gallinaro began her career in Maine in 1979, working for Utilities and Consultants in Florida, Bahamas, Louisiana, Massachusetts, and now North Carolina. At the Cape Fear Public Utility Authority (CFPUA), a newly formed Authority of NH County and City of Wilmington, Gallinaro is responsible for all of water and sewer operations and maintenance. Prior to joining CFPUA in March 2008, she worked for the Massachusetts Water Resources Authority (MWRA) for 13 years. In her last position with the MWRA, she was the Director of Wastewater O&M, responsible for the operation and maintenance of sewer collections and CSO treatment for Boston and 42 communities. Gallinaro holds the top operations license in Massachusetts and Florida and a bachelor of science in political science from Salem State College.

David StikeDavid Stike

David Stike has 33 years of experience in the construction industry. Stike earned his BS in Civil Engineering from North Carolina State University in 1973. He is past Utility Division Chairman of the Carolinas Associated General Contractors--the largest construction trade association in the Carolinas--and on the Board of Directors for the ECU Construction Management School. He has been with Sanford Contractors since 1994.

Richard WhisnantRichard Whisnant
Professor, Public Law and Government
UNC School of Government

Richard Whisnant joined the Institute of Government in 1998. Prior to that, he was general counsel with the NC Department of Environment, Health & Natural Resources. He had previously practiced environmental law with Robinson, Bradshaw & Hinson, in Charlotte, North Carolina, and was a clerk for the Hon. Sam J. Ervin III on the US Court of Appeals for the Fourth Circuit. Whisnant earned a BA from the University of North Carolina at Chapel Hill and an MPP and JD from Harvard University.

Patrick WoodiePatrick Woodie
Vice President of Rural Development Programs
North Carolina Rural Development Center, Inc.

Patrick Woodie joined the Rural Center staff in October of 2006 as the Vice President of Rural Development Programs for the North Carolina Rural Center. At the Rural Center, Patrick oversees capacity-building programs in the areas of Physical Infrastructure, Business Development, Workforce Development, and Civic & Social Infrastructure. Patrick is a native of Alleghany County, located in northwestern North Carolina, and a graduate of Wake Forest University and Wake Forest School of Law. Prior to his work at the Rural Center, Patrick was Executive Director of New River Community Partners and the Blue Ridge Business Development Center in Sparta, NC, both non-profits engaged in community and economic development. Patrick help found New River Community Partners when the New River was designated one of fourteen American Heritage Rivers by President Clinton in 1998. NRCP assisted New River communities in leveraging more than $40 million in federal, state, and local government funding, as well as private foundation funding, to implement community-initiated projects.  Patrick served one term as Alleghany County Commissioner and is a former Executive Director of the Alleghany County Chamber of Commerce.  He was a founding member of the Blue Ridge National Heritage Area; and in 2005, he received the Rural Center’s annual award for "Outstanding Rural Leadership."
