North Carolina Resources The purpose of the International Reading Association’s Five-Star Policy Recognition Program is to encourage states, provinces, and nations to adopt and implement policies that support effective literacy instruction for all children by honoring their rights to excellent literacy instruction. Motheread is a multidimensional national literacy organization with an intergenerational approach to improving literacy skills. North Carolina has literacy councils in Wake, Orange and Durham counties and in Hendersonville (Blue Ridge) that provide free instruction to adults on reading and writing through the use of volunteer tutors. The North Carolina Literacy Resource Center provides information on all aspects of adult literacy education to NC basic skills / literacy providers. The North Carolina Community College system provides Basic Education and English as a Second Language classes. Topics Education Group has a report: The State of Literacy in the K-12 Classroom. Carolina TESOL is a Web site for teachers of students of non-English languages.
